  • Health Planning and Governance Adviser May 23, 2019

    The key objectives for the Health Planning and Governance Adviser are to support improved planning, budgeting, implementation, and governance in the Tongan Ministry of Health (MoH). NCDs continue to be the biggest health crisis in Tonga. The 2014 STEPS report highlighted that nearly the entire population is at moderate to high risk of developing an NCD. The NCD crisis also presents significant financial pressures on Tonga’s health system and barriers to economic development for Tonga. Effective planning and management of scarce health sector resources by the Ministry of Health is critical to addressing the NCD crisis. The Ministry is in the early stages of a service reform program (Package of Essential Health Services - PEHS - and PFM improvement) to ensure NCD services are delivered through efficient and cost-effective service delivery models for facility based services, health promotion and prevention services. Implementation relies on effective multi-year service planning to meet the service standards of the PEHS, translation of those plans into Annual Management Plans and the MoH Budget and effective monitoring. The Health Planning and Governance Adviser’s work will be guided by the outcomes of the THSSP2 Mid-term Evaluation which is due to be finalised in May 2019. The Adviser will support Ministry of Health to direct or procure relevant analysis or research work, such as Gender Equity and Social Inclusion, health seeking behaviour.

  • Health Procurement and Contract Management Adviser May 23, 2019

    The Health Procurement and Contract Adviser will be expected to work closely with other DFAT-funded advisers and other partners to the Ministry of Health, to ensure consistent, high quality advice to Ministry of Health. This includes the DFAT-funded Health Planning and Governance Adviser also placed in the Ministry of Health Corporate Services Division, DFAT-funded Procurement and Contract Management Adviser in CPU, and the World Bank Health Public Financial Management team.

    This role is offered in Tonga. The partner organisation is Ministry of Health. Assignment duration is 9 with expected start date being July 2019.
